Plain City is growing—with new neighborhoods, better infrastructure, and new opportunities around every corner. This plan is our community’s chance to guide that growth together. Building on the 2018 plan, this update takes a fresh look at where we’re headed—and how we can grow in a way that reflects our values and preserves what makes Plain City special.

This plan is more than just a document—it will serve as a roadmap to guide how we grow, invest, and protect what we love about our Village. We’ll talk about housing, farmland and open space, parks and recreation, infrastructure, economic development, transportation, and more.

By bringing together residents, business owners, property owners, community leaders, and others, the plan will define a shared vision for Plain City’s future—and outline how we get there.


The Purpose of the Plan

Plain City is at a critical moment of growth and change. This update to the Comprehensive Plan will serve as a blueprint helping leaders make smart, forward-looking decisions—preserving its character while preparing for the future.

The plan update will:

  • Guide Strategic Growth, Direct housing and development to areas that align with community values and maintain Plain City’s small-town charm.
  • Align Infrastructure & Land Use, Coordinate infrastructure investments—like water, sewer, and transportation—with land use priorities to support long-term, sustainable growth.
  • Support Economic Development, Strengthen the local economy by supporting existing businesses and positioning the Village to attract new jobs and investment.
  • Prepare for City Status, Plan for Plain City’s expected transition to city status by 2030, ensuring services, governance, and amenities are ready to evolve with the community.
  • Clarify Roles for Action, Distinguish where the Village can control, influence, or advocate—empowering more effective decision-making at every level.
  • Define a Clear Vision for Growth, Identify where development should (and should not) occur through a Future Land Use Map and policy tools to guide zoning and investment.
  • Prioritize Investments, Match growth and development to infrastructure needs—like roads, parks, utilities, and public facilities—to ensure smart use of resources.
  • Reflect the Community’s Voice, Ground every decision in resident input, ensuring the plan reflects the lived experience, values, and hopes of the people who call Plain City home.
