The City of Gary Comprehensive Plan has not been updated since 2019. While the current plan guided the community and provided necessary insights, the goal of this plan update is to provide the city with guidance for reinvestment and redevelopment, and aligns with the current administration's goals for the community. The goal for the next chapter of the Comprehensive Plan is to provide a clear path for the City, allowing the city to collaborate with residents, stakeholders, and city leadership to create its next chapter.

This Plan expands upon the City’s existing plan, while working to engage Gary residents in envisioning the community-driven vision, and provide a roadmap for future decision-making. The Comprehensive Plan is the broad, key policy guide for City Council, boards and commissions, and staff as they evaluate land use, development, redevelopment, and infrastructure decisions. This includes direction on character, location, and extension of public investments and private development proposals in the City of Gary.
